Water management has been traditionally oriented to solve problems related to water scarcity, flood protection and pollution control. In spite of several efforts, a large part of the world is still threatened by inequitable water resources allocation, by water-related disasters and degradation of water quality. New difficulties and conflicts are expected as consequences of climate changes particularly in developing countries and arid regions. Therefore, the need arises for a set of common ethical principles to guarantee a sustainable use of water resources to be recognized at worldwide level and applied at different local conditions. The first part of the paper reviews the main specific ethical principles embedded in legislation on the use of watercourses and other principles formulated within several international initiatives aimed to improve water policy. Then basic perspectives able to address a sustainable and equitable water management are derived from the general framework of environmental ethics and social ethics.
