Abstract

In recent decades, in the diffuse urban landscape of Veneto Region, Northeast Italy, spatial and water infrastructure transformations have been accompanied by water problems. Both water shortage and flooding are intensified by climate change and threaten spatial qualities and sustainable land use. For designers this implies that there is a need to use the ecological potential of the existing urban landscape to integrate water at all levels of spatial planning. How can the spatial form of an urban landscape contribute to more sustainable water flows and, in turn, how can more sustainable water flows contribute to the spatial quality of an urban landscape? Commonly, in Veneto and elsewhere, the process of integrating environmental quality in spatial plans is steered by standards and rules that act as limiting conditions. In the planning process, however, designers focus on carrying conditions. One of these conditions is water storage, a key concept for coping with excess and shortage of water. In various parts of the world, urban projects with water storage have generated an understanding of promising spatial and functional combinations. This leads to a set of conceptual tools, a toolkit of guiding models to be used by designers in the making of plans for sustainable urban water landscapes. Two research-by-design case studies in the Veneto region demonstrate the use of guiding models.
